Collective Intelligence Workshop in Bamako

Bamako (Mali), September 19, 2025 – The Spanish Institute for Migration Analysis (IEAM) held a collective intelligence workshop focusing on legal mobility, community reintegration, and the governance of migration routes in Mali.

The meeting, which took place in the Malian capital from 10:00 to 12:30, gathered a small group of experts, authorities, and civil society representatives under the Chatham House Rule, ensuring the confidentiality of interventions and fostering open debate.

The objective was to co-construct a shared diagnosis of mobility dynamics in Mali and to define practical recommendations for the six- and twelve-month horizons, directed at local and national authorities, international partners, NGOs, and economic actors.

Three Work Axes

The workshop was structured around three lines of debate:

• Legal and Circular Mobility: Participants analyzed existing models, obstacles, sectoral pilots, the role of diasporas, and mechanisms for tracking “round trips.”
• Reintegration of Youth and Returnees: Discussions addressed support thresholds, service packages, and collective models such as cooperatives or agricultural projects.
• Local Coordination and Regional Management: Alternatives to irregular migration, economic options, targeted strategies, and return management in the sub-region were examined.

Outcome

As a final product, a 10- to 12-page policy paper was produced, containing differentiated recommendations for governments, international organizations, civil society, the private sector, and diasporas.

IEAM invited researchers, ministerial officials, international agencies, and community leaders to contribute data and field experiences, ensuring that the guidelines were realistic and applicable.
